This does NOT account for their quality. Training is a measure of how well trained your army is. Keep this high if you can! Spy is a measure of how capable your intelligence force is. If it is too low, you will get reports like, "There are bad guys." Higher score means better reports. Assassin is a measure of how capable your assassins are. If this is too low, your assassin may be caught and you will be implicated. If this is at max, there is almost no chance of failure. Morale is a measure of how happy your army is.
